On a visit to Ireland he told Zelenskyy to stop knocking out Russian refineries, saying the strikes are hurting the world. Ukraine has spent months hitting Russia's oil facilities to raise the cost of the war, and it's worked so well that Moscow banned diesel exports through September just to keep its own pumps running.

The Kremlin, unsurprisingly, loved the message. Peskov said any call for Kyiv to stop can only be welcomed. Meanwhile Brent is above a hundred and eight dollars, and American truckers and farmers are paying sixty three percent more than a year ago to fill up.

So the strategy is working exactly as designed. The problem is the bill just landed in Ohio, not Moscow.
