The problem is martial law, in force since February 24, 2022, the day Russia invaded, and it flatly bans elections. President Zelensky, who just named Fedorov's replacement after weeks of crisis, has stood by that ban throughout, and Kyiv's parliament would have to unwind it.

So a man removed from power days ago is now asking the country to vote while the missiles still fly. Whatever else that is, it's an open challenge to Zelensky, in wartime, on the record.
