That's the whole deadlock in one sentence. Rebuilding is the main leverage anyone has to offer Gaza, and Israel just tied it to a condition Hamas has refused at every table so far. Which means the people waiting on reconstruction are waiting on a disarmament that nobody has yet found a way to deliver.
